2012.11 - Sign petition to demand the Planning Department to protect the coast of South Lantau

To: Mr Jimmy C F Leung, Director of the Planning, HKSAR

We are a consortium of concerned groups representing those who live in and love Hong Kong and who are deeply worried about the illegal dumping activities which threaten the conservation areas, coastal protection areas and green belt areas along the coast of South Lantau.

We are profoundly saddened by the destruction of South Lantau’s natural ecosystem and beautiful scenery. It is shocking that the Approved South Lantau OZP does not give the Planning Department the law enforcement powers needed to protect these areas zoned for conservation. This must be rectified promptly before the picturesque countryside of Lantau Island, in which Hong Kong people take such pride, perishes.
We urge you to 1) promptly review the Town Planning Ordinance so that appropriate powers are given to your department; 2) investigate the escalating problem of illegal dumping activities in South Lantau; and 3) prosecute these activities efficiently and impartially.

2012.09.28 - 聯署反對「新界東北新發展區」, 要求必須保地於農

政府胡亂規劃,香港農業被扼殺

「新界東北新發展區」必須保地於農

( 2012年9月28日 聯署信) 政府於六月中展開「新界東北新發展區規劃及工程研究」第三階段諮詢,公眾對保護本土農業、耕住合一的訴求非常清晰,可惜從詳細發展藍圖中,新發展區內規劃出不少住宅區、商業區、優質產業區等用途,但對農業的發展仍然置若罔聞,意味著當地不少農耕活動將會活生生被扼殺。粗略估計,新發展區發展共損失約98公頃農地,佔現時常耕農地一成三,粉嶺北及坪輋/打鼓嶺的農地損失更多,分別佔新發展區面積的兩成二及三成二左右。

農業關乎食物自主和糧食安全,為城市保存完整的綠色環境,農地能吸納廚餘轉化成堆肥,更重要的是紮根古洞北、粉嶺北、坪輋/打鼓嶺的農業活動,一直維繫著不少非原居民村的社區網絡。保育農地,讓農業永續發展並不是倒退思維,反而重塑城鄉互動的重要契機。政府不應表面上改回以官方收地的方式發展新發展區,卻仍只懂承襲傳統新市鎮發展的方程式,把農地保育、社區經濟等概念拒諸門外。

我們也
不滿政府把農業的討論矮化成安置及補償受影響農戶。建議的措施不設實際,如忽視塱原是農業活躍區、南面的天光甫已夾雜常耕農地及寮屋居民、劃為「農業」用途的虎地坳村大部分為魚塘及寮屋,根本無法騰出更多地方,為三個新發展區所有受影響的農戶提供復耕。至於研究利用三區規劃作「休憩用地」空間作復耕,不少現址已涵蓋了寮屋區、高污染工業用途、貨倉、長年受山火影響的山坡等,這是無視農地適合耕作的考慮,如土壤、微氣候、水源等。

我們要求政府規劃「新界東北新發展區」的農地時,要突破思維,必須顧及以下三點﹕

  1. 1.確立農業的整體價值 - 從社區經濟、生態、景觀、減廢、食物自主等角度,肯定農業在三個新發展區內的綜合社會價值。

  2. 2.制定全面的農業政策 - 在宜耕農地上支援農耕生產與活動,發揮農業多元化的社會功能,保障農民生計。

  3. 3.確保農地零損失 - 香港的農地20年來減少近三成,現時不足6,000公頃的農地中,更有約4,000公頃土地遭發展商囤積荒置,政府必須積極阻止農地數量下降趨勢,長遠更要增加耕地來源。

2012:09 - Tai Lei Chau China Light Power (CLP) landing point rectification

Time passes quickly but the Tai Lei Chau CLP landing point rectification has made slow progress. The issues was raised at least half a dozen CLP - GLA meetings over the past two years, with CLP agreeing in principle to carry out improvement works but not being sure about the extent possible, the procedures, the methods and the costs involved. Last year they hired consultants to look into the feasibility in some detail, also from the corals point of view. It was found that no corals would be affected by the works.

The Green Lantau Association (GLA), represented Green Peng Chau Association (GPCA) to negotiate with CLP, had a meeting this morning and they find that what CLP is now presenting is acceptable under the circumstances, though it falls short of full reinstatement. It agrees to remove 10 metres of the 30 metre long concrete mat. This will enable them to avoid doing work in submerged conditions and possibly having to go through a long EIA procedure or have the project questioned under Scheme of Control rules due to the high costs involved. The 10 metres where the concrete mat will be removed will be excavated and the three 11kv high voltage cables will be assembled into a rock trench and buried. They will not be seen and the shore above them will become similar to the surrounding shoreline. As a result of these works the remaining twenty metres of concrete mat will remain submerged 99% of the time. A small part of it will however emerge from the water 1% of the time, during very low tide events, about half of which will occur at night.
CLP has prepared the path ahead and if both GPCA and GLA agree they will seek internal financial approval and then prepare the documents and go out for tender in Spring. If the two organizations agree now there would be a possibility that the work could be completed within this year. GLA have known the current CLP team for a number of years and think that the latter could be trusted the last time to carry the works as planned. If the plan is delayed and there are changes in the current CLP Operations team, it could be more difficult to get the project accepted and restarted.

The main reason to pursue this issue with CLP is that the two organizations want to stop it doing the similar “cheap” and dumping of concrete in other places, in particular, sensitive natural shaoreline elsewhere. If they could get away without bearing responsibility to do rectification, the chances of similar disappointing incidents will happen elsewhere.

2012.09 - 聯署反對龍尾灘改建為人工沙灘

龍尾灘位於大埔大美督,2007年尾政府因大埔欠泳灘,建議將其改建為人工沙灘。在環保組織極力的反對下,此項目卻通過環評,經城規批准,並且在剛過去的立法年度被草草地通過撥款。政
府正就人工泳灘的工程進行招標,工程將於11月份展開。

雖然如此,民間反對聲音仍不絕。舉凡到過龍尾灘的,都被此處生物多樣化而震懾,市民是難以接受,如此輕易到達,而且得天獨厚的生境要被剷去,花大量公帑建成一個不宜游泳的人工沙灘,破壞自然環境。

我們深信新一屆由梁振英先生領導的政府是聽取民意,對環境和可持續發展有承擔的政府。同樣,新一屆立法會亦珍惜新界東的自然美景,善用資源。故此,我們誠邀政府、立法會及大埔區議會重新審視龍尾人工沙灘項目─── 一個破壞自然生態、一個不合適游泳的設施、一個背著世界主流而走的工程,把這個「雙輸」的工程叫停。

2011.02 - Stone slabs of Match Factory was removed

The incident raised the question of preserving heritage objects in historical building – two stone slabs from the Match Factory are being removed to a private collection workshop in Peng Chau (a few tourists have reported to Green Peng Chau Association on this issue).
